China Mobile: Boost ‘AI+’ Action

During this year’s National People’s Congress and Chinese People’s Political Consultative Conference, Yang Jie, a member of the National Committee, Secretary of the Party Committee, and Chairman of China Mobile, brought forth a proposal on promoting the comprehensive advancement of the “AI+” initiative and accelerating the formation of new high-quality productive forces.

Yang Jie emphasized that with the deepening of the new round of technological revolution and industrial transformation, data has become a new production factor, computing power a new basic energy source, and artificial intelligence a new production tool, collectively forming important driving factors for new high-quality productive forces. Currently, with significant breakthroughs in AI large models and speeding up into a new phase of large-scale application, artificial intelligence is evolving from being merely an assisting tool that enhances quality and efficiency in various industries to becoming an indispensable infrastructure and core capability supporting the transformation and upgrade of the economy and society, accelerating the transition from “+AI” to “AI+”.

Yang Jie proposed promoting the “AI+” initiative at the national level, strengthening top-level design and overall planning, clearly defining development goals, key directions, and crucial tasks, creating a new situation where technology, services, and applications advance together vigorously. By fully harnessing the enormous potential of artificial intelligence in driving technological leapfrog development, optimizing and upgrading industries, and overall improvement of productivity, AI would provide strong support for the construction of a strong nation and the great rejuvenation of the Chinese nation.

Specifically, Yang Jie’s key suggestions include:

  1. Coordinating the collaborative development of computational intelligence, perceptual intelligence, cognitive intelligence, and motion intelligence to lay a solid foundation for the development of “AI+”. Currently, the frontiers of global AI innovation are focusing on the fusion of “four types of intelligence”: computation intelligence represented by logical operation analysis, perceptual intelligence represented by sensory information interaction, cognitive intelligence represented by human thought simulation, and motion intelligence represented by coordinated actions and complex task completion. It is essential to strengthen the organic fusion and systematic innovation of these “four types of intelligence”, accelerate major breakthroughs in forward-looking basic research and groundbreaking original achievements, promote AI to possess stronger cognitive, judgmental, and creative capabilities, injecting powerful dynamics into the formation of new high-quality productive forces.

  2. Accelerating the promotion of the widespread application of artificial intelligence benefiting households and empowering various industries, creating a hub for the “AI+” industry. Currently, the new industrialization is becoming the main battlefield for the formation of new high-quality productive forces, with strategic emerging industries like AI at the forefront. The strategic focus should be on advancing the comprehensive and in-depth integration of AI into key areas and core segments of the real economy, focusing on the diverse needs in education, healthcare, elderly care, entertainment, and other fields of a better life for the people. This involves expediting the layout of strategic emerging industries such as ultra-large-scale computing centers, humanoid robots, unmanned driving, future biology, and other future industry tracks, nurturing a batch of innovative applications such as multimodal human-computer interaction, intelligent assistants, industrial understanding computation, and code generation that are in demand, beneficial, and promising. Artificial intelligence should not only “compose poetry” but more importantly “get the job done”, utilizing the high-quality development of industries to drive profound changes in productivity.

  3. Exploring the establishment of an innovative alliance with enterprises as the main body and deep integration of industry, academia, research, and application to cultivate fertile ground for “AI+” innovation. The development of AI requires a systematic innovation combining “big science” with “big engineering”, involving interdisciplinary integration, and the coordination of basic research, technology development, and product incubation. It is necessary to fully leverage the role of enterprises in scientific and technological innovation, establish innovative alliances and new research institutions that involve state-owned enterprises, private enterprises, universities, and research institutes in the deep integration of industry, academia, research, and application. By integrating advantages in production, education, and research resources, coordinating critical innovation links upstream, midstream, and downstream, improving the science and technology evaluation system and incentive mechanisms, fostering an atmosphere that encourages innovation, bold breakthroughs, and tolerance for trial and error, attracting global AI leading talents and renowned scholars widely, nurturing a batch of exemplary applications tailored to key industries of the national economy, promoting deep integration of innovation chains, industry chains, fund chains, and talent chains, accelerating the breakthrough and widespread application of AI technology.
